Default to Local Datasette

Rather than interacting with the remote DB, lets have users be able to easily spin up local datasette instances as provided by functionality in #16.

Very annoying dealing with filestream and Internal Server Errors when pulling from apparent.topology.rocks, much easier to simply have users download a local copy of the data and run any query they like!

Make sure to propagate changes to docs and README that defaults to local instance (can make small note interacting with remote is possible but highly discouraged).
