Performance regression in yarl CI is real

Only thing that changed appears to be Cython version as the pyx is identical between versions

@bdraco I'll say what I said in the PR you referenced earlier but I did remember #125 which outlined an idea that could optimize propcache. Do you want me to retry that and see if the previous performance can be regained?
