Don't use Javascript to create Paypal form

If someone has JS disabled (rare I know) I don't think this will work. Should be possible to create the form on the init hook and use a redirect from there.

I can confirm that something like the following will work on page load (though obviously needs the rest of the arguments):

return $paypal_adr . $paypal_args;
