A Linux AMI aws configuration

In a windows machine running the linux commands through cygwin in aws configuration for my Ec2 instance access id and access key default region and default output format is set to (Default region name [default] and Default output format [[default]] ) Which is not changing to any region code and aouput format after setting to the values showed in braces....... for a reference i have attached a screenshot... please give a solution

Check permissions on ~/.aws/config and ~/.aws/credentials
