Add support for path safe-mode

Add support for path safe-mode to modules community.routeros.api_info and community.routeros.api_modify.

This would for example enable an user to start their playbook with enabling safe-mode, and end the playbook run with releasing it. This to ensure you don't lock yourself out of the firewall by giving you the fallback of safe-mode.

Related: #134 (comment) (that won't help here because that's for SSH access, not API access).

For this issue, we first need to figure out whether librouteros (https://github.com/luqasz/librouteros) already supports this. If it does, it should be easy to implement. If it does not, we need to figure out how this can actually be done in the API (and most importantly, if it can actually be done), and then figure out how to get librouteros to do it for us (preferably without monkeypatching :) ).
