fix(build-static): restore autoreconf -fi in tar/less pre_configure overrides

The static-flags overrides append a second termux_step_pre_configure(); in Bash
the last definition wins, so they silently replaced upstream's function and
dropped its 'autoreconf -fi'. tar's fix-linking-to-iconv.patch edits
src/Makefile.am, so Makefile.in must be regenerated; without autoreconf, make
falls back to maintainer-mode 'automake-1.16', which is absent in the new
ubuntu:26.04 package-builder image (Automake 1.17) -> build fails on GitHub
Actions. Same dropped autoreconf for less.

Regenerating with the container's automake is version-independent and does not
affect static linking (the -static flags are applied later, at ./configure).
No termux-packages/image pin (run on ubuntu:26.04).
