Current State

• 24 AGENTS.md copies across repos and runtimes
• 2 CLAUDE.md canonical copies (/root/CLAUDE.md 22KB + /root/AAA/CLAUDE.md 1.3KB)
• FEDERATION.md already deduped (16→1 canonical + 15 symlinks)

Problem

AGENTS.md has organ-specific content in some copies, identical content in others. Need to:

1. Audit all 24 copies for unique vs duplicate content
2. Extract common preamble into shared include
3. Keep organ-specific content in each repo
4. Replace identical copies with symlinks to canonical

Action

1. Hash-compare all 24 AGENTS.md copies
2. Identify unique sections per organ
3. Create canonical base + organ overlays
4. Apply symlink pattern (like FEDERATION.md dedup)

2026-07-25 Housekeeping Update

Current AGENTS.md count (probed):

• 7 repos × ~3 AGENTS.md/CLAUDE.md copies each = ~21 copies
• /root/AGENTS.md (27KB) — federation landing
• /root/AAA/CLAUDE.md (1.3KB) — binding agent doctrine
• Per-agent files: /root/AAA/agents/opencode/AGENTS.md, etc.
• FEDERATION.md already deduped (16→1 canonical + 15 symlinks) — proven pattern works

Recommendation: Apply same pattern as FEDERATION.md — symlink from canonical to organ copies. Deferred to Arif per T3.
