FastAPI provider support for token access policy.

The FastAPI provider does not natively support the token access policy unless ran behind a reverse proxy.
Update to support that access policy when the ASGI standard and uvicorn support accessing the certificate natively, see django/asgiref#112 and Kludex/uvicorn#745
