What is the current behavior?

Users can add pnpm.packageExtensions to their package.json file, just like pnpm says to do.

However, under pnpm, this is automatic:

https://pnpm.io/npmrc#ignore-compatibility-db

During installation the dependencies of some packages are automatically patched

Describe the feature

rules_js should also apply the yarnpkg/extensions patches automatically.
