What is the current behavior?

The docs are focused on the individual targets (from what I've seen) and the examples are great, but cover a wide range of examples/

Describe the feature

Add a documentation page on the recommended project structure for Bazel TS/JS projects.

For example, monorepo's can use PNPM workspaces + the js_library target to share code as node modules. This seems to be preferred over npm_package targets.
