We need to at least this smoke test on Windows to make sure we pass the BCR pre-submit so we avoid failures such as bazelbuild/bazel-central-registry#313.

In the future we can invest more in Windows support if we get funding for it but we have no internal use and no current funders for rules_js on Windows.
