Can't create tag with "-p" flag multiple times, patch is not incremented

> 2023/01/26 19:35:00 Error auto updating version: error creating tag: exit status 128 - fatal: tag 'v0.0.1-rc' already exists

What do we feel like should be the right thing to do here ? like if there isn't any new change then this request is asking for the same version with the -p rc, do we want something like --force or --overwrite here. Assuming this is in a build pipeline where you may want to have a static named tag happening on a new sha.

I don't think that -p should imply a force / overwrite in these cases, but maybe an additional flag that could handle this case ?

I am curious what the use case / rationale for why running -p multiple times as in the example is useful.
