Module depends on libtirpc being installed

The file_line task modifies /etc/netconfig. On (rhel) minimal installs, the library, 'libtirpc' isn't installed so the module should/must ensure that the package is installed.

I have no experience with other linux variants so I can't speak to the non RHEL-type OSes.
