New defaults in 0.15 change behavior [UI order]

After an update from 0.14.1 everything worked fine however I noticed the the order or cameras was changed.
After a couple of tests I figured out that ui: order: N was working just not as previously.
This may occur in other configuration where new defaults were introduced.

Previously:
If you set cameras ui: order: 0 it would become first in the list probably because no other camera had anything set for it.

Now (0.15):
Every camera has a 0 as default order meaning if you need to set all the cameras order or all the cameras but first order.

This was also the case in 0.14, 0 has always been the default

After update order in the UI changed and only got fixed after I added annotation to other cameras. Maybe defaults stayed the same but processing changed... I am not sure.
