local provisioning fails to update schema between module deploys #4122

running ftl dev on modules with different DB schemas, it doesn't seem the DB is re-provisioned between runs- need to delete the FTL docker container to see new DB schema changes

the databases had the same names but different schemas, so maybe the bug is related to the DB name being the same

Maybe the solution to this is the same as this one: #4041
