GH Pages Previews for PRs

Goose would like to be able to preview changes to their GitHub Pages page in PRs before they get deployed. We've previously done this for the project dashboard and TBD's SDK Report Runner, although they take different approaches

• Get something setup for Goose to unblock them short term.
• Figure out a good way to make this generic. Either an action that can be easily imported or a workflow that can be copied or imported. I believe the TBD SDK Report Runner uses a 3rd party action, this may be as simple as officially blessing that action and providing sample usage.

Goose uses mkdocs gh-deploy (docs) to deploy their prod docs, which says it will wipe out anything not built by mkdocs (presumably including site previews). That may complicate this somewhat.
