Add Windows runners to example projects

We're doing MacOS and Ubuntu runners, parallelized in a matrix build. Add Windows too - and make them so they're documented and thus easy to comment out or remove. Then project leads have their option which they want to use without having to figure out how to hook this up.

Agreed with @myronmarston that it's easier to remove features than add in the examples.
