Missing frontmatter header #43

I have difficulties generating rules with the frontmatter header. Whatever mechanism I use, it ignores the frontmatter part of the file. I tried all models like Sonnet 3.7, Gemini 2.5, and also GPT-4.1, but I got the same result. I even changed the file (rule-generating-agent.mdc) to explicitly state that I should not forget this part, etc. For some reason, Cursor doesn't want to add that part to the file! Do you have any idea why?
I also tried the auto apply rule like creating a rule agent, but in macro mode, which I attached to the file and asked to follow that; it doesn't want to generate the front matter.
