Upstream data no longer uses XML

As of 81799964, Debian iso-codes no longer uses XML, only JSON (finally):

• https://anonscm.debian.org/cgit/pkg-isocodes/iso-codes.git/tree/data/iso_3166-1.json
• https://anonscm.debian.org/cgit/pkg-isocodes/iso-codes.git/tree/data/iso_3166-2.json

It includes JSON Schema files in the same directory that describe the structure.

This script needs (among plenty of other things) to be adjusted to use the JSON instead. Also, the iso_3166 dataset was renamed in f29c9f1d to iso_3166-1 to explicitly specify Part 1 of the standard.
