Feature Description

Allow users to set a maximum update rate per-device, in case programs update too quickly and cause commands to back up.

This is half implemented in v6 now. We have a way to define minimum message gaps and send the info over the protocol (which is the hardest part to change), but there's nothing in the device configurations to handle it, nor any processing of it on the client or server.
