Migrations to create Editor and Writer groups

We need standardized groups: 'Editor', 'Writer' perhaps others too. Need fake migrations that will create these groups. Refer to the cookiecutter sites migrations file for more info.

Should we use the fixtures for initial group data or the fake migrations used in cookiecutter django?
