Setup Wizard #23
Description
In Cachet 2.x, we had a setup wizard that may also be automated via the CLI.

- Middleware to prevent access to
/setuponce Cachet is already configured - Writing

Also, we need to handle the scenario when Cachet is not installed and you hit the CACHET_PATH endpoint. Do you get redirected to the setup screen, like WordPress?
