Problem description
there is uncertainty whether country code and country name must be present when Roaming status is TRUE.

Specifically in the case of countries like USA where they have domestic roaming in place. subscribers can be roaming within the country. e.g. subscriber from state1 can be considered roaming when they are visiting state2.
