Implement Dual Build for Project with OpenCV3 and OpenCV4 Support

Project currently uses OpenCV3, but I would like to discuss about building on top of OpenCV4 as well. This will allow users to choose which version of OpenCV they want to use with our project based on their needs and preferences.  Plus Cv4 is getting more improvement as well.
