webgl error handling #107

Description

@freeman-lab

Some of our tools and articles use WebGL (e.g. any that include with maps). Currently, if for some reason WebGL is not available, the site crashes. Instead, we should throw an error (or fall back to an alternative), and still render the page. This is especially a problem for articles that use WebGL only for a single figure, which we could easily hide or replace with a screenshot.
