Schema registry plugin

We should create a plugin interface which allows protobuf definitions to be looked up from a schema registry. Right now, teams have to manually upload their protobuf definitions. With a schema registry they can be automatically looked up from the registry.

We should create concrete implementations of the registry plugin that work with common schema registries (e.g. Confluent schema registry)
