Account for multi-node competency clusters #2

When a framework is collapsed, all competencies that are logically equivalent (exist within the same relationship loop/cycle) are grouped into a 'competency cluster'. Currently, the UI will ignore instances where this happens.
All new CASS UI components need to identify and account for post collapse multi-node competency clusters.
