Description

PluginPreset controller takes over the evaluation of references to other Plugins. Plugin controller will no longer evaluate references.
The Plugins created from the PluginPreset controller have no dynamic PluginOptionValues.

Acceptance Criteria

• Plugin created from a PluginPreset have their PluginOptionValue references resolved
• Logic for evaluation of PluginOptionValue references moves from Plugin to PluginPreset controller
