[FEAT shoot-grafter] - Trigger cluster/shoot reconciliation from Greenhouse

Description

the shoot controller currently only watches shoot on the garden api. therefore we cannot trigger reconciliation of shoot and cluster from a greenhouse resource.

Reconciliation of CareInstruction only triggers shoot controller recreation (therefore reconciliation) if the actual spec changed.

Need some implementation of reconciliation triggering.
