Copy issue comments from legacy project #591

The issue comments from the legacy project still have to be copied over to the new GitHub project. Only comments for issues before 274 have been copied before using IQAndreas/github-issues-import script. Modify script to only copy comments to already existing issues to do so. For the time being, it is only important to have the issue numbers reserved with links to the legacy issue thread.
