Author name is mangled when non-ascii

In coherent-oss/coherent.cli#11, we learned that something is mangling bswck's last name when rendering it to metadata. I've checked and the name renders properly to json, so probably the issue is in using the email module to write the metadata. My guess is that email RFCs have their own way to encode non-ASCII and that's why the metadata is getting mangled.

The fix for this change introduced a new failure on Windows, illustrated here. It seems the UTF-8 in the source breaks the import inference.
