remember OMEMO encryption state enabled / disabled

Currently

Whenever leaving converse webchat and logging back in, the OMEMO lock is open and encryption disabled.

Expected

Encryption state should be remembered. So once encryption is enabled it should again be enabled even after leaving the chat and logging back in.
