[DOC-12916]: Add release notes for Couchbase Server 7.2.7 (#3770)
* Add release notes for Couchbase Server 7.2.7 Eliminated the "What's New" page reference. Introduced a new partial for Couchbase Server 7.2.7 release notes, outlining fixed issues in Data Service and XDCR. Resolved race conditions in index recovery, improved plasma tracking statistics, and updated replication behavior on deletion scenarios.
