[5.x]: Reorder Shipping Methods (same UI as Gateways) #4119

Description
Please add drag-and-drop ordering for Shipping Methods in
CP → Commerce → Store managment → Shipping Methods, same way as for Payment Gateways.
- Use that order in the CP list and during checkout.
