Add shared function to open data files and handle errors #251
Description
Problem
If a process or report script attempts to open a file that does not exist, an exception is generated.
Description
Anticipated exceptions should be caught and turned into helpful error messages using QuantifyingException.
A function should be added to the shared library so that it can easily be called from all process and report scripts.
Implementation
