This specification ... formalizes a browser/search levy that improves on the current one and addresses its shortcomings.

The shortcomings are clear. Sections 1 and 2 lay out the problem very well.

But... everything from section 3 on is TBD.

Is there any clear evidence to suggest that there's a better way? Some plausible existence proof?
