How to run the app on Windows?

This might seem like a basic question, but how do I run the app on Windows?

I installed OpenAI Whisper and have a PHP script that can use it to transcribe speech to text from existing files.

I followed instructions on installing your transcirber_app on Windows with all the requirements, which appears to have been succesful, but now what do I do?
