Missing context paths when installed not at root of site

Fresh install. Context path: /decko. Observations:

• Title bar: "Home" leads to / not /decko/
• Title bar: "Recent changes" leads to /:recent not /decko/:recent
• The links in the side bar all go to wagn.org not decko.org, e.g. http://wagn.org/Features
• CSS problems, see screenshot

This is frustrating to see these issues again; we already spent a bunch of time fixing them. I will have to dig in to see what's gone wrong. Thanks for letting me know.

As a workaround for the CSS issues, it may help to go to /:admin and click to "clear machine cache".

During testing, brand-new install at /deck, this is what Firefox says (not showing the successful GETs):

This is related to #16.

The first GET is slow specifically because it's regenerating js/css to address this problem. Very confusing if it's both slow AND still happening.
