Paths to data

In, can we get rid of https://github.com/decompositional-semantics-initiative/decompositional-semantics-initiative.github.io/blob/master/data/index.md {{ site.url }}/projects/{{ currproj.url }}and instead have dataset.url's point to the entire path online. Currently, when using {{ site.url }}/projects/{{ currproj.url }}, data that is not hosted in this repo is incorrectly linked. For example, parabank data is linked to http://decomp.io/projects/parabank/http://cs.jhu.edu/~vandurme/data/parabank-1.0-full.zip?

I'm happy to implement the necessary changes everywhere in the repo if @aaronstevenwhite is okay with it
