No text returned when streaming, but same audio as pre-recorded file returns correct transcript

I've confirmed this is not an issue with my streaming setup (Python), as streaming cleaner audio works. However, this file has a lot of background noise. I'm wondering why it works when uploaded as a pre-recorded file, versus being streamed.

I'm using nova-2 with linear16 encoding, single channel, at 16000 sample rate.

Are there any tips to improving the transcript quality, like some pre-processing step on the stream?
