workflow bypass for release

Relates to #3132 

 The [Release-Please PR ](https://github.com/defenseunicorns/pepr/pull/3143) only has changes to `CHANGELOG.md` and `.release-please-manifest.json`.  This does not trigger the on-demand workflows and requires manual bypass.
