Migrate the current Delta docker to this repo

Currently the delta-io docker can be found at https://github.com/delta-io/delta-docs/tree/main/static/quickstart_docker.

The tasks to be performed are:

• First step will be to migrate this docker to this repo [completed].
• Update any documentation initially referring to the original location (e.g. https://go.delta.io/docker, github.com/delta-io/delta, etc.) to this new location
• Remove delta-docker from delta-docs
• Update DockerHub (https://go.delta.io/dockerhub) to point to this
• Setup build automation of DockerHub.

Note, when migrating the repository, we will need to:

• move directory to another repository while keeping the history
• Restructure the docker directory to match the expected for DockerHub (Apache Spark's dockerfile is a good example)
