It should be able to build without prior creating a canister.

This is especially important in connection with this PR: #3719 because it makes some canisters not to be deployed.

I realize that implementing this feature may endeavor a significant rewriting. Be aware, that I am rewriting DFX, too: #3710 in connection with another change.
