Make it easier to see the latest board meeting minutes

Unless I have misunderstood how best to navigate to the latest board minutes, this is the path to get them.

This slightly motivated #1869 to add other ways to make this more accessible

My suggestion would be to create a "Latest board meeting minutes" section in the sidebar of the foundation page which has the last 2 meetings and a "More meeting minutes" link similar to the "Latest news" on the Django homepage sidebar

This should probably get a thumbs up from the @django/dsf-board to proceed
