Repo Reorganization In Progress

Hello csharplang readers. We're currently in the process of doing a repo reorganization, cleaning up open issues to follow the new pattern that was introduced in #8578. While this is happening, we expect a lot of issues to be converted to discussions, clean new tracking issues to be created, and existing issues to be closed. If you're watching the repo, this may create a lot of notifications for you, however you consume them, be that through the native GitHub UI or through email. If you wish to avoid all of this chatter, you can unwatch the repo and subscribe to just this issue; we will close it when the reorganization is complete. We hope to have this done by the end of 2024.

Update: we're pretty close to done on this. There are still a couple dozen issues that need to be converted, so we're not going to get this done quite by the end of 2024, but it should be done within the next few weeks as people get back from vacation.
