Consolidate and revise content on Attributes in .NET

This article documents the AttributeUsage attribute. That is useful information, but I think it should be included in the API reference article about AttributeUsageAttribute, not in the C# guide.

I think most of the information in this article is not C#-specific, so moving it to the API reference should be fine. It contains one paragraph about C# 7.3, which is not really about AttributeUsage, so that paragraph should probably be moved to another article in the C# guide.

Thanks for raising this issue, @svick. I think that this is actually a larger problem -- that the C# Attributes section and the Visual Basic Attributes sections are largely duplicated, and some of their supposedly language-specific divergences (particularly for Visual Basic) reflect the fact that the Visual Basic content is in need of update. It may be that there still should be one or more language-specific topics, but as far as possible, these two duplicated sections should be combined in the .NET Guide and in the API Reference.

I'll add this to the backlog and to the Community Contributor's project.
