pyliblo incompatible with python 3.11

pyliblo is not compatible with python 3.11 and the fix is easy: see Houston4444/RaySession#152 (comment).

The problem is that we know now that @dsacre will never answer, he never answer for years.
I propose to fork the lib, fix the problem and continue to maintain it.

I won't fork it, It has already be done here: https://github.com/gesellkammer/pyliblo3 . Of course, this fork is compatible with python 3.11
