How to change the urgency of a notification?

Is this correct or do I have to give the entire path to the desktop_entry?
in this case I'm trying with a flatpak app

desktop_entry = org.telegram.desktop
summary = "*"
urgency = normal

desktop_entry looks ok but still doesn't work:

does it have to be like this maybe?

I think so. If it doesn't work try with matching the name of the app
