Node Doesn't Sync On Testnet #3434

Describe the bug
New nodes running on testnet fail to accept blocks.

To Reproduce
Run the node installer configured to install a node to run on testnet (https://docs.dusk.network/operator/guides/provisioner-node/#node-installer). Then start the node.

Expected behaviour
The node should successfully sync with the rest of the network, receiving and accepting blocks.

Logs/Screenshot
The node only receives blocks, but doesn't accept them.

Looks like the same issue I had in #3416 except yours is syncing from block 0 while mine was restarted despite being synced already (and missing 11 blocks). Something is really wrong on Nocturne.
