DIGIT-2.9LTS-URBAN : Query on localization module setup

For convenience, a consolidated JSON file per module is created with each release under the consolidated folder. To add the messages, copy the json string of one module and paste it into the body of the JSON request and hit upsert. Repeat this for each module.

1. I have executed the upsertMessages API with all the messages under this folder https://github.com/egovernments/releasekit/tree/master/localisation/consolidated/en_IN. I used the v2.9 tag of this branch. In the UI, I still noticed that there are some labels not properly loaded. Any other steps are required to make sure all the labels are loaded properly.
2. Some of the module localization json payload is very huge that it needs to be split into multiple parts before passing it to the upsert API. Is there any better way to handle the large messages json in localization.

Need to load all localization . if required create script . right now we use to upsert with the api only
